How can I keep wasps out of my birdhouses and not harm the birds with chemicals?

Actually, the birds themselves should keep the wasps out. They find wasps to be quite tasty.
What you have to do is relocate the bird habitat to a location that birds like. Wasps indicate that the habitat is in an undesirable location.

    set up a bee/wasp traps close by, you can get them at just about any hardware store

    Paint the roof of the birdhouse (on the inside) sky blue wasps will not build their nests there.
